Do you need an electrical permit?

Technical Safety BC requires an electrical permit for most heat pump installations. This step includes checking whether your home's electrical panel has enough capacity, which matters in a region where the winter design temperature reaches -6°C and 2,980 heating degree-days below 18°C set the system size.

Do you need a gas permit?

A gas permit is required only where an existing gas furnace or boiler is modified or removed as part of your conversion. A straight electric-baseboard or existing-ductless conversion involves no gas line and no gas permit.

Can you pull the permit yourself?

You may apply for either permit directly. CleanBC's Energy Savings Program — worth up to $13,000 at the top tier for a fossil-fuel conversion, income-tested across three tiers — and the Home Renovation Rebate Program's $4,000 whole-home or $1,500 partial payment both require a registered contractor to carry out the work, and City of Duncan and North Cowichan add a further $350 top-up on top of either rebate.
