Heat Pump Rebates in BC: What Duncan Homeowners Can Claim

Duncan and North Cowichan homeowners can combine CleanBC's Energy Savings Program, worth up to $13,000 for an income-qualified fossil-fuel conversion, with the Home Renovation Rebate Program's $4,000 electric-baseboard conversion payment and a $350 municipal top-up from either city. Replacing an existing heat pump is not eligible for any of these programs.

A heat pump rebate is a post-installation payment from a provincial program or municipality that reimburses part of the cost of switching to a high-efficiency heat pump.

Rebate-eligible work must be done by a registered contractor as part of heat pump installation.

Which rebate do you qualify for?

CleanBC's Energy Savings Program is income-tested across three tiers, with the $13,000 top-tier amount limited to a fossil-fuel conversion — oil, gas or propane switching to a heat pump. The Home Renovation Rebate Program has no income test, and pays $4,000 for a whole-home electric-baseboard conversion or $1,500 for a partial conversion. A central ducted system priced between $8,000 and $18,000 installed can see its net cost reduced by up to $13,000 under CleanBC's top tier.
